The Bahrain International Offshore Financial Centre aims to position the kingdom as the “Cayman Islands of the Middle East”, leveraging its strategic location, regulatory framework, and financial infrastructure. Spanning 15.4 million sqm in three phases, it integrates offshore banking, smart city infrastructure, business districts, and luxury residential communities.

The master plan includes a world-class CBD with FinTech services such as blockchain and AI-driven trading, supported by international conference facilities. Residential areas feature smart apartments, waterfront villas, and floating homes powered by renewable energy. Commercial zones integrate luxury retail, cultural centers, and fine dining, creating a cosmopolitan lifestyle destination. Special economic zones will offer tax exemptions, 100% foreign ownership, and streamlined registration. Inspired by Cayman’s success, Bahrain’s hub will provide advanced wealth management, digital assets, and Islamic finance, underpinned by strong governance and transparency.

A zero-transfer transport system will link autonomous vehicles, AI-managed transit, and underground corridors. Renewable energy, smart grids, and water recycling ensure sustainability. Expected to create over 100,000 jobs, the centre will diversify Bahrain’s economy, reduce oil dependency, and enhance its role as a global finance hub connecting the Middle East with Asia, Europe, and North America.
